Bermuda, Kazakhstan Sign ICAO 83bis Deal

Senior management from the Bermuda Civil Aviation Authority (BCAA) are in Kazakhstan this week to hold meetings with the Aviation Administration of Kazakhstan (AAK) and various airline and aircraft operators as part of BCAA’s strategy to widen its global offering. In November 2019, an ICAO Article 83bis Agreement was officially entered between Bermuda and Kazakhstan, which allows operators and leasing companies to register their aircraft with the Bermuda Aircraft Registry.

Thomas Dunstan, Director General of BCAA commented, “This agreement is beneficial to both parties. For operators and lessors of aircraft in Kazakhstan, registering an aircraft in Bermuda reduces the cost of safety supervision and, consequently, the cost of operating aircraft.

“Our registry is currently the largest offshore aircraft registry, and we are committed to continuing to offer a service that will allow us to continue to be a leader in the field. We know that there are many other options available for offshore registration and we are happy to be working with AAK to offer Bermuda as the offshore registry of choice for Kazakhstan.”

As part of the agreement, BCAA has been hosted at the AAK offices to provide a workshop on the BCAA Safety Oversight System and the ICAO Article 83bis Agreements for their staff and operators.

The meetings discussed issues of safety supervision, AAK activities, flight operations, airworthiness maintenance and maintenance of aircraft, procedures of the Operator’s maintenance management, EASA SAFA inspections, and other important issues arising from the results of inspections and audits. Meetings have been attended by the leadership of the AAK, as well as representatives from airlines.
