Vietnam Open for Private Investments in Airports

Vietnam plans to open the gates for private investments in airport projects. The Ministry of Transport is currently evaluating the feasibility and assessing the possible impacts on security and national defence; and difficulties in implementation and development.

According to the plan submitted to the government by the MoT last November, Vietnam would have 28 airports by 2030 with a total capacity of 278 million passengers per year.

Six new airports would be built by 2030 in Lai Chau, Lao Cai, Son La, Quang Tri, Binh Thuan, and Dong Nai provinces. Another domestic airport in the northern mountainous province of Cao Bang would also be built by 2050.

The Minister for Transport Nguyen Van The, after inaugurating the second edition of Vietnam International Aviation Expo 2022, told Daily News that aviation industry in Vietnam is growing and the government will extend all support for its growth.

The minister took out time to visit the pavilions, and talked to exhibitors and participants from across the globe. “It is good to see more and more participants at the show…I hope the next edition will be bigger,” he said.
Vietnam currently has 22 civilian airports, and the ministry plans to increase the number of airports to 28 by 2030 and 31 by 2050, including 14 international airports.

Late last year, the government approved in principle for Quang Tri airport in central Quang Tri Province to be invested in the form of PPP.

Used for both military and civilian aviation, the airport in Gio Linh District will cost VND5.82 trillion, including VND312.8 billion of the state budget, and have an annual capacity of one million passengers and 3,100 tons of cargo. Work on its first phase is expected to start within the first quarter of next year.

According to the Civil Aviation Authority of Vietnam (CAAV) under the Ministry of Transport, the investment cost of airport infrastructure is huge, prompting the mobilization of private investment.

The main trend in calling for private funds to invest in airports around the world is the PPP or franchise model, and the state only holds the right to own and control major and key airports that make important contributions to the national economy, it said.

Vietnam is looking to spend VND 400 trillion (US$17.65 billion) on the development of airports nationwide from now until 2030 with a vision to 2050, according to a proposal that the Ministry of Transport (MoT) has submitted to the government.
