Mindef Signs 40 Agreements Worth RM7.3b in DSA 2024 & NATSEC Asia 2024

The Malaysian Ministry of Defence (Mindef) has finalised 40 agreements totalling RM7.3 billion, encompassing seven contracts valued at RM1.90 billion, 10 Memorandum of Understanding (MoUs) worth RM280 million, and the issuance of 17 Letter of Acceptance (LOA) amounting to RM3.30 billion. Additionally, four Letter of Intent (LOI) contracts valued at RM1.83 billion have been formalised, alongside the awarding of two Corporate Integrity System Malaysia Certificates.

In an official statement coinciding with the Defence Services Asia (DSA) Exhibition & Conference 2024 and National Security (Natsec) Asia 2024, Mindef underscored its ongoing efforts in procuring new assets for the Malaysian Armed Forces (MAF).

Among the highlighted acquisitions is the reception of 18 units of Anti-Tank Guided Weapon – Medium Range (ATGW-MR) from Turkiye, aimed at bolstering the firepower capabilities of Malaysian Army infantry battalions. Similarly, the Royal Malaysian Air Force (RMAF) is slated to upgrade its Air Surveillance Radar (ASR) and Air Traffic Management (ATM) system to enhance aircraft safety and air traffic efficiency.

Noteworthy among the agreements is a significant Letter of Intent (LOI) with Global Turbine Asia Sdn Bhd for the acquisition of floating pressure turbine (LPT) A400M aircraft stock for the Royal Malaysia Air Force (RMAF), valued at RM 392 million. Additionally, a RM378 million LOI has been formalised with BHIC Aeroservices Sdn Bhd for in-service support related to the supply and services of EC725 helicopters, operating on a performance-based framework.

In terms of naval operations, the Royal Malaysian Navy (RMN) remains steadfast in maintaining its existing assets at optimal operational readiness levels. To this end, contracts have been secured for the refit programme of three RMN vessels in collaboration with local shipyards. Moreover, plans are underway to award the In-Service Support contract for the Prime Minister’s Class Submarines to ensure operational effectiveness and mission safety.

Mindef has also affirmed its commitment to promoting integrity and curbing corruption within the defence procurement sector. Collaborative efforts with the Malaysian Institute of Integrity (IIM) are aimed at encouraging industry stakeholders to pursue Corporate Integrity System Malaysia (CISM) certification.
